Change the configuration of folder creation in the home...

Hi everybody !
With the recents version of KDE, we have new folders in the home directory (Document, Music, Images, Download...)

Do any know how these folders are created and how to modify the configuration of these forders ?

Example :
Change the path globaly for all users...
Don't create Music folder when the home is created....

I think this is distro specific, because don't think that vanilla KDE creates these folders automatically.
