Split View in Kate, Kdevelop

I'm really liking KDE 3.4, but I am not able to find "Split View" in either Kate or KDevelop.

Can anyone point me in the right direction?

(I installed KDE 3.4 using apt, BTW...)

i don't know how to do that but i also can't find something. how can i make new files open in new tab? i have them all in one which makes using kate annoying. and it is my favourite editor ever.
