You always need the corresponding *-devel package if there is anyone, so install libpcre0-devel*.rpm. You can try to install the development packages of your current KDE version (kdebase-devel) and your package manager will likely install most necessary dependencies automatically.
Menus don't have "OK"s to click, you must be talking about dialogs or windows. As a work-around move the window, you can do this while holding Alt and left-clicking and dragging with the left mouse button anywhere within the window.

Qt gets configured to use the system libjpeg, so install the libjpeg62-devel package.

If you had to modify the patch, then you most likely picked up a wrong patch against Qt 3.3.2 instead of an older version against Qt 3.3.1.
the extension doesn't matter, just try to apply it :-)

Konqueror 3.2.1+ respects an setting "[FMSettings] PopupsWithinTabs=false" in ~/.kde/share/config/konquerorrc.
KDE and dependencies compile fine with gcc 3.x. You can define CC and CXX for Konstruct within gar.conf.mk. And don't mix gcc 2.x with gcc 3.x output, that's binary incompatible for C++.
