Does it give any error message that a dll is missing? Here's one thing that you can try: Start Dolphin, right-click on a html/text/image file and click on "Open with", and select Konqueror from the "Internet" section. If Konqi starts up, you can close Dolphin. As a last resort, you might try re-installing.
AFAIK, currently Konqueror cannot be installed as a standalone program on Windows. But, if you have a few MBs to spare, you can install KDE for Windows (windows.kde.org ) and thereby use Konqueror from Windows. Right click on the panel or desktop and click on "Unlock widgets". You should be able to reposition the panel icons now by dragging them. Don't forget to "Lock widgets" when you're done. Also, if you are unable to see minimized programs on the panel, at least Alt+Tab should help you access them.

Since you can access Konsole, just go to Konsole and enter: kcontrol What comes up is the KDE Control Center. You were probably using it all along Do you see any button/checkbox like "Administrator Mode"?
