How can I go about creating a new Window Decoration ?

Hi, I want to know how do I go about creating a new window decoration ?
Are there tutorials on this ?
How hard is it ?

I want to create a window decoration based on the final fantasy windows ( maybe FF6, FF7 or FF8 style windows ).

I have not found such a thing for any WM under Linux...
