Need to start something with KDE, How???

Okay, I need to issue /etc/init.d/apcupsd restart for each and every user that logs in to kde so I would like to do it with kde startup and not with an autostart entry. Furthermore, in Ubuntu using sudo to do this JUST DOESNT WORK, unless the user is given access to all commands without a password. All of this being the reason I need this. Unfortunately debian and ubuntu simply do not have working wall which provides warnings when and if the power is out. I have rewritten the apcupsd control script to use xmessage. This works perfectly except that apcupsd must be restarted after kde login and I cannot have people start a terminal, switch to root, and type in ?etc/init.d/apcupsd restart each time someone logs in. Can someone please show me how to modify the startup script for kde in order for this to happen?

problem with /etc/init.d/apcupsd is that it is a system wide daemon, and only root is allowed to start them.

Dunno if it is possible to create a readonly script in /usr/local/bin with SUID root bit set in it's permissions , and let that script issue the restart.
