A reason could be that the association of key with menu item can not be determined before pressing it, because differently to an application menu there is no visual hint which key activated which entry. Cheers, _
Something like this will require support in the toolkits, since the application has to support "out-sourcing" its menu to the windowmanager which draws the decoration. Or it would probably only work for KDE applications, similar to the "Mac-like menubar" option. Cheers, _

The locking is achieved by running the kdesktop_lock program. So you could rename that executable, create a script with this name and call the renamed program in there, and place the calls to your tools before and after that. Cheers, _
