I agree with superstoned, with such a big project as KDE, you would have to release a 'stable' version, or you would be bound with updates over updates, and KDE would never be released! I'm sure that the developers would've never wanted 4.0 to be a perfectly stable shelf-ready release, it just came time for 4 to start maturing by inputs from the developers from the distros...
