Look at the JuK project. It uses GStreamer to handle many media formats including mp3. Link: http://developer.kde.org/~wheeler/juk.html .

If you mean you just want to listen to it then try xmms, if you actually want to manipulate it then I'm not sure.

I wish with QT manipulate/change source!

And I am not sure what download.. but download all is too much for my slow line..

have anyone idea what files I must download to have Juk 2.0 source code here ftp://ftp.kde.org/pub/kde/stable/3.2/src/
