Problem w/Create new file link to application

I'm sure that this has been covered before, but the only specific entry that I could find, said that the problem had been corrected, but gave no specifics.

When using the Create/New/File/Link to an application to build Quick Start Button on the Desktop, the user and group in the Permissions are always set to root even though logged in under a standard user. This keeps one from modifying the Permissions settings.

As root, where do I go to correct this problem?

I think this is a bug.

Once you have it created you can open its properties again and it will display the correct ownership.
