Child Panel Removal Prevention.

When ever I right click on a child panel I get the menu:

Add >
Remove>
--------------
Size >
Configure Panel
---------------
Help >

At the same time under this menu another small menu pops up with the single
option:
X Remove

Clicking any where on the 'X Remove' menu destroys the child panel, and with
it everything that has been added. I can see myself adding a large amount
to the child panel, and then shortly destroying the child panel!

Any ideas about what is causing the 'X Remove' menu to appear? Any way to
disable the 'X Remove' menu? In addition is there any way to put a child panel
into a state where it cannot be removed?

Notes: this is the same menu that appears with a right click on the 'dock application bar' extension when you right click on the hide button of the 'dock application bar'. The 'X Remove' menu appears on the child panel independent of if there are hide buttons, as well as independent of where you right click.
