kate and erratic code folding

Can anyone tell me why Kate will alow code folding
sometimes and then not. I code in Python and sometimes
I can turn on code folding with F9 and other times it is greyed
out.
Is this a bug or a problem with configuration?

I think I found the problem. I believe I inadvertently copied the
python.xml file from 3.1 insted of 3.2 into my home configuration
directory.
