it is possible to add keyboard layout switcher in KDE 3.2

You simply go to Settings-Control Center->Regional&Accessibility->Keyboard Layout.

In the "Layout" tab, add all layouts you want, and click Apply or OK. The layout switcher should appear on the panel.
