[Kopete] Does it has character recoding?

Does Kopete has character recoding for different encodings like in licq, sim etc? For example: to chat with windows users I need to recode my messages from ru_RU.KOI8-R to ru_RU.CP1251 encoding. Regrettably, I didn't find somthing like this in kopete
