Don't see "Not Available" ICQ-Contacts

I'm not sure if this a bug or a feature: Is it normal that Kopete doesn't show ICQ-contacts which set the status to "Not Available"?

With other IM-Clients like PSI I can see these Contacts. Does somebody have experience with this bug/feature?
