Feature idea: Video Desktop

What would it take to make video desktop happen in KDE? I mean, playing a video as your wallpaper, this is fairly trivial in windows, is there an architectual limitation in X-windows that prohibits this for now or is it something that would just take a little understanding of X.org?

There is no limitation. It's just not that common.

mplayer for example has a command line option -rootwin that will have it use the root window (desktop background) for video output
