Im starting a new software

Im going to start this summer a new software for stock managing and , one of the features i want to include is an image manipulation for picture frames.
the idea is this a "client " ( its going to be mi dad but ok ) scans a peace of
the picture frame and the software repeats it im x axys util a given width is matched . then in the border it cuts it 45º leaving it tranperant ( .png format ).
My question is wath lybrary is there to do this ?? and how can i make the tranperant cut ?? ( not the size just the function ).
