KControl has no modules

I've got a strange problem on a computer running KDE 3.2.3 on Gentoo. I had the same problem with 3.2.2, and hoped an upgrade would fix it.

KControl starts up find with the little summary screen showing version & hostname information. But the module window on the left is completely empty. It contains only a tree with a root node of 'kde'. It then opens up to this:

kde->3.2->share->applications->kde

Under this last tree node are a bunch of modules, but not the ones that should come normally with KControl. It seems like their individual items, such as 'SONY Vaio Laptop config' and 'Desktop'.

What on earth am I missing? And how can I get the modules back?

does this happen with all users?
