Kicker defaults to minimized

I upgraded our Debian Woody server from the KDE 2.x thats in the standard Debian distribution to the KDE 3.1.5 thats at download.kde.org. After fixing some PAM and KDM issues everything appears to work fine, expect when people login their task bars and minimized by default. It's not a huge deal, all folks have to do is drag it up on their first post-upgrade login, but it'd be nice to fix it. Is there some way to fix this?

On a more general note, where is a good place to learn about administering KDE? For instance, if I want to do something like turn off arts or change the default Application Launcher buttons, where's a good place to learn that?
