Add a launcher to the control panel with a script?

Hello,
I'd like to make a script to add a launcher in the control panel with preferably Python.
Is it possible? I think I must modify a file where informations are stored. Is it right? If it is, where
is that file?
Is Python adequate to do that ? What do you recommend to me ?

I think the launcher buttons are specified in the Kicker configuration file kickerrc

Not sure what the problem is but here's where that file is:

~/.kde/share/config/
