How to disable kcontrol item/page "Power Control>Ene

I would like to prevent the

kcontrol>Power Control>Energy page in the KDE Control Center dialog from being displayed. (KDE version: 3.0.0-10)

At a minimum, I would like to set the defaults (all items disabled) and prevent users from using this feature, whether the dialog/page items/controls are displayed or not.

Is there an easy to do this that won't break anything else?
