Configure not working

hello

I'm using mandrake 9.1, i try to install kde 3.1.4 from source, but after installing arts , and kdelibs, when launching ./configure for kdebase, i've gt this error:
cheking if UIC has kde plugin availabe - not found plesa install kdelibs first

but 'ive installed kdelibs, and an other problem, is that if i left the kde which is with my distrib i can compile kde well, and use it, but i lost space on my hard disk :(

could you help me please ??

What are you meaning by development package ???
i've installed all permited by my distrib :)

and i can compile arts, and kdelibs :)
