kde 3.1.1 very slow to start after hard power off

Using KDE 3.1.1 on woody. After doing a hard power off the system waits on the "initializing system services" status menu for approx 4-5 minutes before loading kde. Once loaded everything behaves properly and there is no speed difference, but if I log out and in again i still have the same problem. The only way to get rid of this problem is to do a proper restart of the system. Has anyone heard of this before and if so what is the cause/solution?

I had the same on SuSE after an upgrade.
What could be the problem is ksycoca who's rebuilding it's database, everytime kde starts.
You can try to remove the file ksycoca from either ~/.kde/.. or ~/tmp/.. (depends on where your version of kde puts it) and start kde again.
The first time kde will still start slow, but afterwards things should be back to normal.
If this doesn't work, it's possible that some other configuration files of KDE are corrupted. Either rename ~/.kde or use a test user to see if KDE starts quicker without your current configuration files.
