KDM 4 Themes

Just wondering if someone could shed some light on how KDM 4 themes work, or if there are any around. The 'Systemsettings' manager will not load in KDM 3 themes and I cant find a default KDM 4 one anywhere.

I would like to make a theme for KDM 4 but cant find any info on how or any examples.
