ufs formatting & beta version 0.9.1 of kde for windows

I have downloaded the beta version 0.9.1 of kde for windows , how can i format a volume using this package or cygwin in UFS or ext2 or ext3?

how do i use the newfs command using KDE for windows?

HAS SOMEONE MAD EA x64 or x86 windows xp native UFS or *nix file system formatter? the closest thing i can find are *nix file system readers...
