KDE4 keyboard not working anymore

I installed KDE4 from kubuntu packages. It seems any keyboard shortcuts are not working anymore. For example, I can't use Alt+Tab to switch between different windows. Also, how do I configure new keyboard shortcuts for apps in my KMenu? In the past I have done that using kmenueditor, but it seems the new version doesn't allow to do that.

I'm having the problem too.

I just found this bug report where some have fixed it by adjusting the locale settings:

I am going to try it when I get home.
