Strange problem with character encoding

Hello everyone,

I sport Debian 4.0R0 with KDE 3.5.5, and kernel 2.6.18-4-k7.

The whole with a locale in French, BUT with a German keyboard
(first line is: qwertzuiopü+*~).
I can add to this that with this same configuration under Debian 3.1 with KDE 3.3.2 there was absolutely no problem.

First there comes a description of my problem:

In /etc/fstab, I added:
/dev/sda2 /home/ludovic/Données_personnelles vfat user,exec,noauto,rw,umask=007 0 0

With Konqueror I added under /home/ludovic the directory « Données_personnelles ».

After that, on my desktop, I did « Add a new » « Link to periphery device » « hard disk », selecting of course:
/dev/sda2 (/home/ludovic/Données_personnelles).

After clicking on the icon to mount the partition, I got the very bad surprise :
« The file or directory /home/ludovic/Données_personnelles does not exist. »
and in the corresponding Konqueror window, the URL with the wrong spelling:
/home/ludovic/Données_personnelles

Why then these signs « ...é... » in the middle of the name of my directory, although it was not the way I wrote it ???

On the opposite, when working with Konsole, no problem, I can mount, unmount, read the contents of my partition in the directory which is dedicated to it, etc. Please see below.

I suppose there is a KDE problem with a character coding type (in Konqueror??), but I don't know where to look and what to do.
So I don't really now what encoding I should select AND WHERE ? ...

P.S. My Debian 4.0 install is pretty new and I realize that:
- names of files and directories on the partition sda2 (vfat) that have accents are altered,
- in files (e.g. opened with Kwrite or with OpenOffice), all words with accents are altered.

Are there solutions to these problems, doctors ?
