Keyboard & Hotkey config lost on reboot/login

One of my normal steps of configuration when I setup KDE is to enable use of the Windows key, for example to enable Win+E to open Konqueror, Win+T to open a terminal, etc. This is easy enough to do. However, I find that on some systems this configuration gets lost when I reboot. It seems to be something to do with the KDE keyboard layout configuration, because if I switch between keyboard layouts (e.g., change from 104-key to 105-key and back), all of my hotkey configurations are restored. What might I look for to fix this problem? I'm pretty sure I've asked this question, or something similar before, but I don't think I've come across a clear answer yet.
