Missing menus after upgrade. Help!

I'm trying to upgrade many workstations from redhat 3 to 4, which upgrades kde from 3.1.3 to 3.3.1. Menu modifications that were made by users, that were stored in kickerrc under the old kde, are no longer recognized by the new kde. Those menus don't show up. I believe that information is now stored in applications-kmenuedit.menu. However, why doesn't the old information get transferred to that new file? I tried deleting that file and running:

# kbuildsycoca --noincremental
Warning: kbuildsycoca is unable to register with DCOP.
kbuildsycoca running...
#

And logged back in, but the old menus were still missing. Any suggestions? Thanks. - Mark
