KMail and others: Char encoding problem

Ok! simple problem without solution! :(

Every time I enter KMail I need to configure the encoding to ISO-8859-1 manually. Also I'm having problems with other applications (konqueror between them), all related with character encoding.

I don't like to use translated applications, so I have KDE in English; but I need that all encoding is parsed in Spanish; all my locale is configured to es_MX

Well, what have I done already?
1. I created a symbolic link to es_MX from /usr/share/locales to /etc/locales, since in the latter I was only able to find en_US

2. I checked the i18n file and LANG is set to en_US but everything else was es_MX

3. I tired to search for a LC_ALL variable, but I don't have any configured; I tried to export it with es_MX, but nothing happened!

And then... well.. humm.. no more ideas.

I'm using Mandriva ONE with KDE 3.5. Thank you in advance for the help!
