Left Handed Mouse Configuration

In which package has the left handed mouse configuration tool been placed?

Background:
Kdebase (3.3.2) has been installed and the left handed mouse configuration documentation under Mouse can be found under Help. This shows both "System" & "System-Modules" on the main menu. The mouse button remapping can be done under "System-Modules", and then select "Device" and then select "Mouse".
The current installation only has "System" under the main menu. "System-Modules" cannot be found. It should be noted that Kdeaccessibility has also been installed but it does not contain the necessary files.
